When Ruby visited the End, against the orders of her friends, She met with the Ender Dragon, who was in a weakened state after just having fought Steve. Ruby, being the kind soul she is, wants to offer it a chance to feel love again, so she promises to stay with the Dragon until it heals. Two years later in the End, Ruby has become fully corrupt, and the Dragon claims her as queen
